Dilip Behera is visiting Govt hospital in Bukramuda village in Bargarh district in Odisha and finds a worried Mr Haldhar who tells him that he has come from 20 kms with a delivery patient. It is 6.30 in the evening and there is no doctor in the hospital. He is not sure what to do next or where to go for help.
