He says this illegal act is going on from 25 years under the leadership of many Govt employees. Panchayat fraudulently also gives people receipt of donation to the community. Under pressure from panchayat Mohanlal had married his sister to a person with mental health problem. The girl does not want to go to her husband then panchayat put a fine for that.
