Mohan Yadav is visiting Gram Panchayat Chhapal in Block Dhinpur Tahsil Bhainsdehi of Betul district in Madhya Pradesh. He meets Gram Sabha member Chatru Singh Baraskar who tells him in Korku language that a water tank and a BSNL tower was erected in their village more than 5 years ago but both are not working.
