We collectively paid for handpump, officers walked off with money, pls help...

Nandlal Yadav is calling from Kevra village in Surhi Panchayat of Vishrampur block in Palamu district of Jharkhand and says digging of a handpump started in their village 8 months back with Govt support. Govt stopped work at 155 feet then people said water won’t be available before 200 feet and they will contribute money for rest of digging. Officers stopped work after 175 and walked away with money.
