Prakash Gupta from Surguja in Chhattisgarh is telling us about Village Secretariate scheme which was launced on 26th January 2004. He says the idea was to solve villagers problems in thei villages and it was instructed that once in a week the village secretariate will listen to all the complaints of the villagers where representatives from all the Govt departments will be present.
