Construction of toilets started a year ago, we only have some pits, pls help...

Mohan Yadav is calling from Gorakhpur village under Chandrapur Panchayat, Orai block, Seoni district in Madhya Pradesh where women tell him that toilets pits were dug but construction has not begun till now. It has been 1 year. Village Sarpanch and Secretary who only give false assurance.
