Panch withdrawing NREGA money for whole village raises questions

Sanjay Sharma is talking from Bisarmani village of Mainpat block of Surguja district in Chhattisgarh where he witnessed that a Panch of the village is collecting NREGA wages from Bank on behalf of the whole village. Sanjay asks how is bank allowing this? This process can be misused for taking out momey after creating forged musterrolls and must be investigated.
