Tribunal still hearing complaints, Is it not contempt to do new Gram Sabha?

Sajal Kumar from Raigarh Chhattisgarh wants to know from Govt that are they not doing a contempt of court when a petition challenging earlier Gram Sabhas/Public hearing to give forest land to Balco is under consideration in National Green Tribunal. He asks why there is such a hurry? He says he has sent an application to officer at 07712221204 asking these questions but the Govt has chosen not to respond and have conducted new Gram Sabhas.
