Coal India not giving 20% contracts to local co-operatives as per law, Pls help

JM Rangeela from Bokaro in Jharkhand says as per rule of Coal India 20% of all contractual work should be given to local co-operatives but that is not happening. He speaks to a member of a co-operative of local Adivasi youths who tell him that they have been to officials many times but they do not listed.
