Govt hospital prescribe medicine only from outside, Call to collector dont help

Murdhwaj Singh Baghel is district president of Bhartiya Mazdoor Sangh. He is admitted in Gandhi memorial govt hospital in Rewa and says I have a card from Govt which says I will get medicine from the hospital but all the doctors here are prescribing medicine from outside. I also called the collector but things have not changed. If they can behave this way with me you can imagine how they must be treating a common laborer.
