Bhan Sahu says we have started Panchayati Raj institutions for empowerment of poor but have not trained people. And in result the government appointed employees, the secretaries are making fools of elected Sarpanchs. Many sarpanchs are facing enquiries when the real culprits are the secretaries. Thanks to reservation for women and backward sections many have come forward. As an example she tells the story of a dalit woman sarpanch of Hachid village in Gormi panchayat in Chhattisgarh who is forced to leave the village in the fear of secretary and police also does not help. Aloka from Adki block of Khunti district in Jharkhand is talking about a hearbal medcine center they have started there on behalf of Safdar organisation.
