We have no electricity, no water. Are we really developing?

Jangluram Baiga from Kawardha district of Chhattisgarh says that electricity is a right but after many surveys his village has not got electricity or solar lights. He says we call India a developing country but my village has not got any water and electricity, so can we call that we are free and developing?
