Chandmani Shandil is calling from Lathikata village and panchayat of Sundergarh district in Odisha and talking to Padmini Singh a widow who tells her in Sadri language that she and 24 other widows had applied for family benefit scheme to get Rs 20,000 each at various times but did not get them.
