Post Office demanding Rs 200 for each new NREGA passbook, Pls guide...

Rakesh Rai from Surguja in Chhattisgarh is visiting Nawanagar village in Ambikapur block where people tell him that post office in the area is demanding Rs 200 each to renew the pass book where they receive payment for NREGA. Some are not getting any work because they do not have a new passbook. NREGA officers say no money is required for the new passbook but post office insists. Pls guide.
