Development project ponds have no water but old Zamindari ones have, why?

Raju Kumar from Chatra district of Jharkhand says in my village all the new ponds dug by various developmental schemes in last few years are already dry after monsoon, but the old ponds dug during zamindari period hold lots of water where fishing is also going on. Some say water level is going down due to global warning but then do the zamindari ponds are not affected by that? It is a point worth thinking about our development and the loot associated with that. For more Raju can be reached at 09430313721
