Officials demanding bribe before giving PDS cards

Seemanchal Acharya from Bilaspur in Chhattisgarh is talking to a lady who is telling him the story of two widows whose Public Distribution System cards for subsidized food has been prepared but the sarpanch is demanding bribe in kind before giving the cards. He says it is not a unique case and officials are demanding these kind of bribe from many poor before handing over their PDS cards which Govt should be looking into.
